If you haven't happened to have read about it before leaving on holiday, nobody will tell you until you wind up with a large additional charge on your credit card bill. Avis should tell foreign car renters about the charge and how it works otherwise how are we supposed to know? To add insult to injury, they add a 40 pound admin fee.
